PKIX (Pakistan Internet Exchange) operates internet exchange points in Islamabad, Lahore, and Karachi, providing a neutral interconnection fabric where Pakistani ISPs and content networks can exchange traffic directly rather than routing it through transit providers. For ISPs that generate or receive significant volumes of traffic with other Pakistani networks, PKIX peering reduces transit costs, improves latency to locally-hosted content and services, and contributes to keeping domestic Pakistani internet traffic within Pakistan rather than routing it internationally.
The value of PKIX participation depends on who else is peering there and how much of your traffic they represent. An ISP whose subscribers primarily consume international content (YouTube, Netflix, international websites) sees less direct benefit from PKIX than one whose subscribers heavily use locally-hosted services or exchange significant traffic with other Pakistani ISPs. Understanding your traffic profile is the first step in evaluating whether PKIX participation makes economic sense for your specific situation.
PKIX Structure
PKIX operates a route server at each location, which is the standard internet exchange architecture. Members connect to the exchange fabric (typically via a single physical or logical connection per location) and can either peer directly with specific other members via bilateral peering sessions, or peer with the route server which automatically redistributes routes from all participating members.
Route server peering is the operationally simpler approach: one BGP session to the route server gives you access to routes from all other route server participants without negotiating individual peering agreements with each. Bilateral peering requires separate BGP session agreements with each peer but gives you more control over policy and is appropriate for high-volume peers where the relationship justifies the additional management overhead.
Joining Requirements
PKIX membership requires: a PTA telecom license (or appropriate authorization), a publicly routable ASN registered with APNIC, at least one IPv4 prefix routed through the exchange, and compliance with PKIX's published membership terms.
The physical connection to the exchange fabric at each location requires a port on the PKIX switch, available as 1G or 10G depending on your traffic volume requirements and the location's available port types. Connection to the PKIX switch from your equipment requires a physical presence at the colocation facility where the exchange is located: either your own equipment in that facility or a cross-connect from a facility where you have equipment.
For ISPs who do not already have equipment in the colocation facilities where PKIX operates, the colocation setup is a prerequisite for exchange participation. PKIX's current facility locations at each exchange point should be confirmed directly with PKIX as they are updated periodically.
Peering Policy Considerations
Your peering policy defines who you will peer with, under what conditions, and with what traffic limitations. Most ISPs connecting to PKIX adopt an open peering policy: you will peer with any other PKIX member who requests a session, with no volume minimums or geographic restrictions. This maximizes the traffic you exchange locally and is appropriate for most regional ISPs.
A more selective policy (only peering with networks above a certain traffic threshold, or only accepting routes for specific prefixes) is appropriate for larger operators but adds operational overhead and reduces the traffic you exchange locally.
For CTDISR-2025 Section 10 (routing security), your PKIX peering configuration should include the same RPKI validation and MANRS-aligned prefix filtering that applies to your upstream transit sessions. The route server at PKIX applies its own filtering, but your own router's import policy should not rely solely on the exchange's filtering.
What Traffic Moves Locally
The traffic categories that benefit most from PKIX peering are: traffic between Pakistani ISPs (particularly useful if you exchange significant volumes with specific other ISPs), traffic to and from Pakistani government networks and public sector institutions that peer at PKIX, and traffic to any Pakistani content providers or CDN nodes that have PKIX presence.
For many Pakistani ISPs, the largest single traffic flow at PKIX is to and from other major ISPs, because subscribers on different ISPs communicate with each other and this traffic would otherwise traverse international links. The latency reduction from keeping this traffic domestic is measurable: a packet between two subscribers in Islamabad on different ISPs that previously traversed a PTCL international link and an overseas CDN server can instead traverse a local PKIX exchange fabric, reducing round-trip time from 80-100ms to under 5ms.
